Fund Open Package and Open Monthly

To ensure that Open Package and Open Monthly recurring services are never unfunded, Membership and Operations looks ahead one month to see if any events are scheduled. If it finds an event, it labels the service as Open Ended.

Once the member pays the recurring service invoice, the Open Ended label changes to Funded.
